USDA-Wildlife Services Authority and Funding The Double-Crested Cormorant population has increased exponentially during the last two decades. Senator Blanche Lincoln (AR) introduced Senate Bill 126 that will grant USDA-Wildlife Services authority to manage comorants. Senator Thad Cochran (MS) is leading an effort to obtain $4.2 million in additional funding for Wildlife Services to pay for cormorant management.
